They're incredibly stupid. Sometimes useful for verifying that someone actually did stay in a place, if it's one of the harder to fake ones, but otherwise they're just a hassle to deal with at best.

I guess on an individual level. Like, deciding where to stay for curfew. Is it better to go to a place you know that you'll have an effect at, or just like, your cabin, and have no effect at all?
Once it's established, and everyone knows about the effects, it's safer to go to somewhere that will give you an effect, no? If you're lucky, then you'll get an effect that exonerates you from culpability entirely. Even if you aren't, you might be able to hide in the crowd if you're faking it, and most of them are hardly an ordeal to go through.
Unless you foresee needing plausible deniability, in which case it would be very suspicious if you were to stay in areas with effects... and then not, all of a sudden, some week. In that case, maybe you'd rather risk the extra suspicion every time anyway.
